General Effects of Chlorine on Hair & Skin
When chlorine comes into contact with the hair it creates a chemical burn by a process called oxidation. The cuticle is raised and ragged and the inner cortex of the hair shaft exposed. Once the hair is burned there is little that can be done, until the hair grows out (assuming it is not exposed to chlorine again). Conditioners will coat the hair temporarily but the underlying damage is still there.
