Why do I need to use preTreat? Can't the shampoo alone work to rinse out the chlorine?

Once the hair comes into contact with chlorine there is a chemical burn and it cannot be repaired. So, the best way is to protect the hair from the chlorine using preTreat then shampoo and neutralize the remaining chlorine. It is important to shampoo immediately after the pool.
Do I need to apply preTreat at the hairline and underneath the hair?
